Workflow Escalations above CEO fail

When a workflow expires that is assigned to the CEO (top of manager hierarchy) the workflow fails in error.
You need the application not to escalate any further once it reaches the CEO, top of the manager hierarchy.
You have tried to populate the Top Approver title under the expiration settings but it does not appear that field is being used by BPM.

Setup in BPM under "Deadlines" Tab > "Task" Level Expiration set
Escalate to:
  Max Escalation Levels = 1
  Highest Approver Title = CEO
