Symptoms
ACTUAL BEHAVIOR

Bell Notifications are not appearing for either COs or NIRs
Notification mode is already set to All
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new item to trigger a NIR
2. Notice that the NIR notification is successfully displayed for the user that submitted the NIR
3. Log out and log in with an user set as approver in the workflow approval group
4. Access the Bell notification and notice that the NIR notification is not displayed
5. Accessing More Details to reach BPM Worklist - the notification does show
EXPECTED BEHAVIOR
-----------------------
Clicking on "More details", the notification is appearing.
Ideally it must appear under Bell Icon notifications.
