Fusion HCM Data Loader: ExternalBankAccount Load Failed with Error "An Active Bank Branch Couldn't Be Found" (Doc ID 2766794.1)

Symptoms

When loading ExternalBankAccount using HCM Data Loader (HDL), the following error message was thrown even if BRANCH and BANK exist in the system:

ERROR:

Steps:
1) Load ExternalBankAccount.dat file using HDL
2) The load is failing with the above error message.

This is happening on Release 21A.
