Custom Report Does Not Run in Unifier or BI Publisher (Doc ID 2766882.1)

Symptoms

On : Unifier 20.9

A custom report that used to run no longer does.  The window pops up and there is a processing wheel, but after 30 seconds or so the processing wheel goes away and no reported is generated. When the report is run from BI Publisher, the error below occurs:
