BI Publisher Report LOV Parameter Does Not Open When There Are Many Parameters (Doc ID 2768396.1)

Symptoms

A BI Publisher report with many Parameters, more parameters than can be displayed on the browser window when maximized, and all parameters are displayed on 1 row, the right most LOVs (ones that you have to use the scroll bar to access) do not respond when clicking on the LOV.

For example: In the below screenshot you can only see 3 of the parameters (out of 15) without using the scroll bar.
There are about 5 parameters to the left that cannot be seen and they work ok.
However, when clicking on either "Owning Cost Center (child or parent)" or the "Transaction Cost Center (child or parent) LOVs, nothing happens.

Rather than using the “Open” option to run the report, the issue does not occur when Scheduling the report.
Sometimes, using the scroll bar to slide the parameter list so that the parameter mostly scrolls off the screen to the right. then clicking in the LOV the LOV will open.
