Opening Change Order Throws Application Error (Doc ID 2768437.1)

Symptoms

When attempting to open a Change Order, the following error occurs.

ERROR
-----------------------

An application error occurred. See the incident log for more information.
An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 16, Server Domain: FADomain, Server Instance: UIServer_1, Application Name: ORA_FSCM_UIAPP.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter Product Management and click on Product Development
2. Go to Manage Change Orders UI and search for Change Order
3. Click on the hyperlink and see the error
4. Enter any other Change Order and see no error
