Fusion Global Payroll: Element Entry not Removed When Benefits And Pensions Card Component Deleted (Doc ID 2768554.1)

Symptoms

On : 11.13.21.01.0 version, Data Load

ACTUAL BEHAVIOR
---------------
Scenario where a card component has been deleted for a Benefits and Pensions Calculation Card, but the Element Entry remains on the record. This preventing adding a new card component to the Calculation Card now because the Element Entry is still active. The Element Entry cannot be purged from the element entries screen.

When running HDL to delete the Element Entry, the Load fails with the following error:

Message: You can't modify the entry for the element because the entry source DIR_COMP is ineligible for modification.
Details: You can create, update, or delete element entries with entry sources F, H, CWB, and VC.

EXPECTED BEHAVIOR
-----------------------
Should be able to purge active Element Entry via HDL.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Data Exchange > Load File >Encounter Error
