Consol Volume Limit Not Respected During Bulk Plan Of Multiple Orders (Doc ID 2768760.1)

Symptoms

There are 5 orders, each with volume of 150l. Each with same source and destination.
There are two flight consols:
1. Flight with volume capacity of 483l
2. Flight with volume capacity of 161l

Expected result:
Three orders should be planned using consol 1 (consuming total of 450l out of 483l available on consol):
- one order should be planned using consol 2 (consuming 150l out of 161l available on consol)
- one order should fail planning (as there is no capacity left on any of available consols).

Actual result:
When selecting all orders at once and planning them in a single BulkPlan - it does put all orders on the same shipment and it results in overbooking of consol (750l booked on 483l consol)

NOTE: It does respect volume limit when planning orders one by one (with Bulk Plan or via 'Build Buy Shipment On Primary Leg Show Consol Options')
