Symptoms

When attempting to Perform CO on BPA the approval hierarchy is not generated
the following error occurs.

ERROR

Error Occurred while displaying history tree table.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Edit BPA
2. Change Email address and save CO
3. Submit and after click on Manage Approvals to observe error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot proceed with CO for BPA
