Rate Inquiry (RIQ) Cost Detail Popup Window Close Button Not Working

Symptoms
When drill down into a Cost on the Rate Inquiry results screen, the "Close" button does not actually close the popup display.
1. Navigate to > Contract and Rate Management > Ask Oracle > Rate Inquiry. RESULT: The RIQ screen opens.
2. Perform a Rate Inquiry that returns results. RESULT: Rate results are displayed
3. Click on the Hyperlinked Cost numerals in the "Cost" column at the left of the rate inquiry results. RESULT: A popup Window opens with cost details for that one cost.
4. Click the "CLOSE" button in the lower-left of the popup window. RESULT: Nothing happens. The window should close.
WORK-AROUND: Click the "X" in the upper-right corner of the pop up.
