ACTUAL BEHAVIOR

Unable to add  Individual Compensation Plan (ICP) for certain employees after 21B.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to add the Individual Compensation Plan for any employees.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to my client group.
2. Manage one time payments.
