Web Services Timeout Error

Symptoms
After being upgraded to Unifier version 21.3, 21.4, 20.12.2 or 20.12.3 web services are failing and the following errors are seen in the response:

Load XML - Proj: company - The request channel timed out while waiting for a reply after 00:14:59.9844254.
Increase the timeout value passed to the call to Request or increase the SendTimeout value on the Binding. The time allotted to this operation may have been a portion of a longer timeout. End get Util_NonXxxXx_Info ( 900.9978038 seconds : 15.0166300633333 minutes )
