Oracle Cloud Hosted Environment (OCI) Cannot Be Accessed: "System not available. Please contact your system administrator." (Doc ID 2770023.1)

Customer users are not able to Log into the Oracle hosted cloud environment (<customername>). When they do they see the following error displayed beneath the Username/Password fields.

"System not available. Please contact your system administrator."

The issue can be reproduced at will with the following steps:

  1. Open supported web browser > Enter the environment URL
  2. At login prompt, enter user credentials.
  3. Users see the error noted above and are not able to successfully login.
