Symptoms
Issue is happening in the Change order when Need-By Date is taking UTC date and not the system date based on the timezone selected for the instance.
ERROR

Error: The need-by date must be later than or equal to 2021-03-27. (EGO-2745006)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to PIM > Create Change Order
2. Enter the Need By date as current date
3. system throws error, since the Time entered is in Mexican Timezone, whereas system is taking UTC
