FA:SCM:MFG Picking Rule with Sequence Subinventories Is Not Working as Expected for Pick Slip Generated from Work Orders

Goal
Picking Rule with Sequence (prioritized) Subinventories is not following the sequence prioritization as for Pick Slip generated from Work Orders
The customer has one Picking Rule with 'Lot FEFO' as Priority1 and there is no other priorities.
The customer added three Picking Assignment Rules to above picking rule for same Inventory Organization (InvOrg_1).
Assignment Rule:
inv org: InvOrg_1 --> Sequence 1 --> Criteria: Source Subinventory: Partial_Material
inv org: InvOrg_1 --> Sequence 2 --> Criteria: Source Subinventory: Raw_Material
inv org: InvOrg_1 --> Sequence 3 --> No Criteria
When they are multiple Lots with Same Expiration Date in Multiple subinventories, the customer's expectation is:
When the picking against any transaction, it should first pick the goods from Partial_Material subinventory (sequence 1).
If the stock is not available in Partial_Material, then it should pick from Raw_Material sub inventory (sequence 2).
If the stock is not available in both Partial_Material and Raw_Material sub inventories, then it should pick from the next subinventory in the sequence (sequence 3).
