Email Is Not Delivered To Recipient When Sent From DV Project (Doc ID 2770706.1)

Symptoms

Issue: Unable to print a Project from Data Visualization.

Steps to reproduce:

Create project in DV

Choose the Email button

Entered email name and format (data csv)

Enter email address

Job was submitted.  No errors seen.  However, no email is delivered nor does
the job show in Monitor Deliveries in OCI console.
