Taleo SSO authentication error for IdP initiated or Challenge URL setup

Information in this document applies to any platform.
Customer is getting an Error screen when authenticating through the SSO into Taleo. Error message:
"We're sorry but access to this page is restricted. We apologize for any inconvenience this may cause."
NOTE: This KM document applies to IdP (Identity Provider) initiated SSO or Challenge URL setup that goes through a third party (e.g., zScaler) prior to reaching the Taleo zone. zScaler is a security application that sends IP addresses to vendor sites.
Customer launched a third party vendor zScaler.
