OIC Process Scheduled Recovery (or Auto Retry) Not Working (Doc ID 2771000.1)

Symptoms

Scheduled recovery (or automatic retry) suddenly stopped working in the environment. It was scheduled to retry 50 recoverable instances every 30 minutes beteween 7 am and 5 pm.

It suddenly stopped working and was not performed again for several days.
