When attempting to load Assigned Roles to to a user via the Oracle Fusion HCM REST API User Account end point, the following error occurs below even though the role is already updated as Requstable

The role request failed because the role isn't requestable. (PER-1532349)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to load Assigned Roles to to a user via the Oracle Fusion HCM REST API User Account end point
2. Encounter error message even though the role is already updated as Requestable
