Problem Description:

There are items in the Recruiting Content Library which do not seem to be sent to candidates even though they are activated:

Candidate Email Update Request Notification (Change_Candidate_Email_Req)
Candidate Email Update Confirmation Notification (Change_Candidate_Email_Confirm)
