OCI: Oracle Cloud Agent Metrics on Dashboard Reports Error "user agent can not be blank" (Doc ID 2771826.1)

Symptoms

Oracle Cloud Agent is Enabled for the instance but it reports following errors and the metrics are not reporting in OCI Dashboard.

On OCI Dashboard same error "user agent can not be blank" will be reported under "Oracle Cloud Agent" tab of the instances.
