Goal

Unable to configure Timecard approvals to use Area of Responsibility

1. The Transaction Console approval rule "Payroll Time Card Approval" (BPM Worklist task "TimecardApproval") is not called when the timecard is submitted. Instead, it calls "TimecardApprovalELA"
2. We have moved or ruleset to "TimecardApprovalELA" to overcome problem 1. However, this task will not allow us to call the functions GetRepresentative or GetAllRepresentatives. We could use these functions from "TimecardApproval", so not being able to use them in ELA.
