Symptoms

Time and Labor Approvals are not going through to success.
 

Steps to reproduce
------------
The issue can be reproduced at will with the following steps:
1. When employee raises a timecard it should go to the assignment manager for approval but it gives an error,

"Validate the BPM rule for TimecardApprovalELARules and ensure it returns a valid approval hierarchy."
