A P6 Web Services Request Takes a Long Time to Run and Log File Shows Error "com.primavera.PhoenixException: DBEngine.executeStatement for {call pv_login(?, ?, ?, ?)} failed:Numeric Overflow"

Symptoms
When attempting to run a P6 Web Services request, it takes a long time and eventually fails with the following error.
java.net.SocketTimeoutException: Read timed out
The following error also occurs in the P6 Web Service Log:
com.primavera.PhoenixException: DBEngine.executeStatement for {call pv_login(?, ?, ?, ?)}failed:Numeric Overflow
at com.primavera.bo.base.DBEngineImpl.executeStatement(DBEngineImpl.java:2074)
at com.primavera.bo.datacaches.ServerUserPrivsCache.loadRootWbsNodesForLoginUser(ServerUserPrivsCache.java:155)
at com.primavera.bo.datacaches.ServerUserPrivsCache.loadUserData(ServerUserPrivsCache.java:395)
This can also occur when logging in to P6 as a non-admin superuser. During login to P6, the UI/browser will hang indefinitely while loading the page before completing the login process.
