Why RPAS Errors Out While Reserving Item Numbers in RMS?

After enabling RPASCE - RMS integration from the RPAS side, the "Reserve RMS Position" fails with:
[20210324T15:40:40.655][SEVERE] RMS Service Failed with Following ExceptionType : IllegalStateWSFaultException
[20210324T15:40:40.655][SEVERE] RMS Service Failed with Following Cause : The maximum quantity of item numbers to reserve has been exceeded.
[20210324T15:40:44.932][INFO] NotificationRouterExecutor::execute - entry
Log file shows error as "The maximum quantity of item numbers to reserve has been exceeded." Even when they enter "1", the max is exceeded."
