Data element [DataElementName] is removed from published Upper Forms, However the DE Exists on the Form

In uDesigner, on a Design which has been previously Published, a Data Element (DE) is removed from a Form and added back as a different Type in Element Properties.
Example: The DE was originally added to the Form and published as type Custom Data Element, and then removed and re-added as type Linked Data Element.
The design should be able to be marked Complete.
The following Error(s)/Warning(s) is returned: Data element [DataElementName] is removed from published Upper Forms, Type = Error and Category = Form
From Documentation (among other bullet points):
- You cannot change data definitions that have been assigned to data elements that are in use.
- You cannot delete fields from a business process once it is active in Primavera Unifier. Deleted fields could disable a formula or cause a cost rollup, auto-population, or conditional routing to fail. Rather than remove the field, a safer idea is to place it in a hidden block, even if it is not going to be used elsewhere in the BP.
In this case the data definition had not been changed, and the data element field was placed back on the form.
