Payment Workflow Notification using HCM Hierarchy Not Being Sent to Immediate Manager

EXPECTED BEHAVIOR

Payment Workflow Notification Should be sent to the Immediate Manager

STEPS
The issue can be reproduced at will with the following steps:
1. Complete the setup per the Doc ID 2643692.1 using HCM Hierarchy
2. Submit the Paysheet for approval
3. Notifications not received.
