Symptoms

OAC DV "Keep Selected" functionality produces ghost prompt values.

The issue can be reproduced at will with the following steps:
1.  Create a project.
2.  Right click on 1 row and click Keep Selected.
3.  Ghost values start showing in Fiscal Year prompt
Fiscal Year shows incorrect value (ie year 1969)
