Manage Item Batches Load is Not Loading All EFF Rows for a Multi-row EFF attribute for an Item (Doc ID 2773416.1)

Symptoms

Using item batch import functionality to load EFF attributes
against an item partially loads only part of the EFF attributes in
multi line attribute group. New import map and item batches
are not uploading any further records.

EXPECTED BEHAVIOR

Expect to load all the attributes in the multi line attribute group against the item
using import maps

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Map the fields Item, Org, EFF attributes against multiline attribute group.
2. Generate the template.
3. Paste the data containing about 1900+lines of attribute values against a single item.
4. Create a new item batch.
5. Upload the file.
6. The process completes but only 200+ rows of the attribute is loaded against that item.
