OCI APEX ORDS Error: The connection has timed out (Doc ID 2774012.1)

Symptoms

Installed and configured ORDS.

Configured the access rules to allow access to the IP address and port 8443 on that address.
But unable to access APEX using the IP address and port:
https://<ipaddress>:8443/ords/
Getting the following error:
Error: The connection has timed out
