Permanent Locations With 0 Inventory Not Showing Zero Inventory Record In Active Inventory UI (Doc ID 2774489.1)

Goal

Permanent Locations with zero inventory is not showing zero inventory record in Active Inventory UI(User Interface) Screen.

Permanent Active Locations have been set up, however when a Permanent Location is picked to 0, the Permanent Location is no longer showing on the Active Inventory screen. 

Please explain the functional behavior on when the zero inventory record will be present in Active Inventory UI (User Interface) ?
