PRC: SSP: Requisition Approval Error Message to Approver: Invalid Action on Workflowtask

Goal
User has had several approvers report receiving the below error message when attempting to approve a requisition:
"Your response to this notification was not processed.
Invalid action on workflow task or user does not have privilege to perform this action. Action APPROVE on task xxxxxxxxx cannot be performed by user:xxxxx. Make sure that the action is valid with respect to the current state of the task or ensure that the user has privilege to perform this action on the workflow task."
In most instances the approval task had already been completed by another approver at the time the approver submitted the approval email so the expected result is that they would receive the standard message:
"The task has been completed, and no longer requires your response. You may simply delete original email along with this message." which is the normal response in this scenario where the task has already been completed by a different approver.
1. In which circumstances the "Invalid action on workflow task or user does not have privilege to perform this action" message is given? It is confusing to approvers and misleading when the requisition has already been approved by another approver and the task is completed or when the task is still open and they are prevented from approving for no apparent reason.
2. How can we get the message changed for this scenario? Do we have the ability to change it ourselves or is it hard-coded?
