ACTUAL BEHAVIOR
---------------
Employee's salary is changed retro actively or is terminated - the Hourly Rate is not generated for Regular Salary Retro element.
The Rate value for Regular salary retro element in payslip xml shows null i.e.; .

EXPECTED BEHAVIOR
-----------------------
The Rate value for Regular salary retro element in payslip xml should show the value correctly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Baseline: Payroll is run for pay period 28-Sep-2020 to 11-Oct-2020.
2. Salary change is made retroactively for given Employee effective as of 28-Sep-2020.
3. Recalculate payroll for Retroactive changes process is run as of 12-Oct-2020.
4. Regular Salary Retro element entry is generated for the Employee.
5. Quick Pay process is submitted and is followed by Archival and generate payslip processes.
6. In Pay Slip xml, the Rate tag under <GLB_PAY_ARCH_PR_UNITS_X_RATE> is null with correct amount value in the Amount tag.
