When Mass Upload Process Is Halted, User Is Unable To Start Any Other Process (Doc ID 2775127.1)

Symptoms

When Mass Upload of Pricing files failed, the master status was in "IN-Progress" status, due to which user is not able to upload files belonging to other entities as well. When tried to stop it and it moved to "Halted" status, but still the same we are not able to upload files belonging to other entities even though there are no active sessions available for the Mass Upload.

Steps to reproduce:
1. Place all the RPM related files in SFTP.
RPM_MERCH_RETAIL_DEF.dat
RPM_ZONE.dat
RPM_ZONE_LOCATION.dat
RPM_ZONE_GROUP.dat

2. RPM_ZONE.dat was having incorrect data and it went to completed status.
3. RPM_ZONE_LOCATION.dat went into IN_PROGRESS status and the master process is also in IN_PROGRESS status.
4. Upload different entity like UDA, it fails with error "Mass Upload process in progress, cannot start this process".
