On : 11.13.20.10.0 version, Setup and Configuration

ACTUAL BEHAVIOR
---------------
Credit card import fails with INVALID ADDRESS error

Loading credit card tokens and ran into an error message stating Invalid Address though the Party has been created and all the site address looks accurate.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to load the card/token

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Generate credit card import file using template IbyLegacyCreditCardImportTemplate.xlsm.
2. Upload the file to UCM fin/payments/import
3. Run Credit card import process

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot import Cybersource tokens
