How to hide the edit goals button in a performance document?

The users should not edit the goals in below navigation:

Me > Career and Performance > Performance > Open Document > Open evaluation topic > try to edit a goal

The user should be able to edit the goals in the below navigation:

Me > Career and Performance > Goals > Open goal > Edit
