Enhancement Request: To Retry Failed Message For FulfillOrderService (Doc ID 2776129.1)

On the MFCS FulfillOrderService, user seem to be unable to retry failed message when it fails with confirm type "X". These are the steps to reproduce the issue:

1. Call the createFulfilOrdColDesc() operation on the MFCS FulfillOrderService service.
2. Web service returns confirm type "X" (Order could not be created).
3. There is no retry option available to recreate the same customer order.
