Fusion Time and Labor: Expenditure Type Does Not Automatically Fill When Using Generate Time Entries

Symptoms
Generate Time Entries Does not Create All Attributes. The Expenditure Type does not automatically fill in with the selected values on the Generate page. The user is eligible to select the values when creating a time card manually.
Steps to reproduce
------------
The issue can be reproduced at will with the following steps:
1) Time Management > Time Entries
2) Click on Generate
3) Quantity 6 Hours
4) Add Time Attributes as follows:
Project Type: Billable
Locations: [ENTER_LOCATION] Custom
Expenditure Type: Default Standard Time - Straight Time
Task: A1.0 - [TASK_NAME]
Project: 300402
5) Click Submit
6) Expenditure Type did not create on the time card.
