Unexpected Work Flow Email Notifcations Are Getting Triggered (Doc ID 2776942.1)

We have a couple of WF's configured.
WF1: An acknowledgment Email gets triggered when the SR is created for the Categories mentioned in the SLA
WF2: This gets triggered when the Warned Flag is changed.

What we observed was:
Whenever we create SR's and Select Category which is not mentioned in the SLA, the WF2 gets triggered which should not be the case. Only WF1 should get triggered.
