Oracle Blockchain Platform Gen2 Instance's "Work Requests" List Not Showing All Actions (Doc ID 2778138.1)

Symptoms

The Oracle Blockchain Platform (OBP) "Work Requests" is not showing all actions in OCI console. As seen in below screenshot, some actions are not registered under "Work Requests" list. 

The blockchain instance was started and stopped on time these days, however there is no correct start/stop entry. One cannot call a start action if its already started neither one can call a stop action while it is stopped.

e.g.

- "Stop Blockchain Platform" action on "Mar 19, 2021, 16:15:04 UTC" after another "Stop Blockchain Platform" action on "Mar 18, 2021, 16:15:05 UTC". There should be "Start Blockchain Platform" action between two "Stop Blockchain Platform" action.

- "Start Blockchain Platform" action on "Mar 22, 2021 06:50:04 UTC" after another "Start Blockchain Platform" action on "Mar 21, 2021, 06:50:04 UTC" There should be "Stop Blockchain Platform" action between two "Start Blockchain Platform" action.
