Create PO using Draft Purchase Orders REST API fails with an error even when project attributes are not provided as input

Error:

The value for the projectDFF attribute isn't valid because the attribute is associated with a feature that requires opt in. Feature name: Project Costing. (PO-2055619)

Steps:

1.Using REST Service - Draft Purchase Order 
2. Try to Create Purchase Order - get error message
