Getting Unable to Update the Orderer Attribute When Updating Ordering Service Setting

After the decommission of an instance <OldInstanceName> and replacing it with a new instance <NewInstanceName>, the following is noticed:
- When trying to update "Max Message Count" of channel, it fails with "Unable to update the orderer attribute. Error: Failed to connect before the deadline <URL>" and the <URL> references the <OldInstanceName>.
- It works if other parameters are tried to change, for instance "Batch timeout".
- The network is functional and operates normally.
- Trying to configure anchor peers fails with error Failed to connect before the deadline <URL>" and the <URL> references the <OldInstanceName>.
