Getting Unable to Update the Orderer Attribute When Updating Ordering Service Setting (Doc ID 2778223.1)

After the decommission of an instance <OldInstanceName> and replacing it with a new instance <NewInstanceName>, the following is noticed:

When trying to update "Max Message Count" of channel, it fails with "Unable to update the orderer attribute. Error: Failed to connect before the deadline <URL>" and the <URL> references the <OldInstanceName>.
It works if other parameters are tried to change, for instance "Batch timeout".
The network is functional and operates normally.
Trying to configure anchor peers fails with error Failed to connect before the deadline <URL>" and the <URL> references the <OldInstanceName>.
