Symptoms

ACTUAL BEHAVIOR
---------------
While creating sales order, pricing matrix with transaction type "ALL" is being called, despite there being a Transaction type "Sales Order", that is setup in the Manage Pricing Strategy Assignments.

EXPECTED BEHAVIOR
-----------------------
Pricing Strategy assignment matrix for the specific transaction type should be called. That is, when the Transaction Type "Sales Order" is setup, then this should be honored when a sales order is being created, and only in the case when a specific transaction type is not setup, should the ALL Type be called.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Pricing StrategyAssignment matrix for Transaction Types - Sales order and All.
2. Create Sales order.
3. Observe that the Pricing matrix with transaction type "ALL" is being called and not the one with Transaction type "Sales Order".
