Symptoms

ACTUAL BEHAVIOR
---------------
Web service allows return transaction even when PO is finally closed

A purchase order has been finally closed after receiving full quantity. The application UI does not allow the Return transaction, however the web service allowed the return transaction to be created.


EXPECTED BEHAVIOR
-----------------------
Web service should fail for return transaction when the PO is finally closed
