After a Refresh Users Are Not Showing in Unifier and Cannot Be Provisioned Through Cloud Administration (Doc ID 2779367.1)

Symptoms

In any Oracle Cloud hosted Unifier OCI environment

When some users only exist in a Unifier environment that is refreshed from some other source, e.g., the users only exist in Stage and Stage is refreshed with a copy of Production:

After the environment is Refreshed with a copy of some other source Data, some users that only existed in the destination environment showed in Cloud Administration as still being provisioned to the source but are not showing as being provisioned to the refreshed environment, and are not showing in the refreshed Unifier application.

When the users are edited in Cloud Administration to try and provision them to the refreshed environment something similar to the following is returned:

YYYY-MM-DDTHH:MM:XX.XXX+0000 Processing User(1/1): USERNAME
YYYY-MM-DDTHH:MM:XX.XXX+0000 unassigning Application Access failed : PrimaveraUnifierStage due to Error while deleting user :[User USERNAME does not exist, User USERNAME doesn't exist for update]
YYYY-MM-DDTHH:MM:XX.XXX+0000 Revoking Application Access failed for user USERNAME
YYYY-MM-DDTHH:MM:XX.XXX+0000 Completed unassigning of Application Access []
YYYY-MM-DDTHH:MM:XX.XXX+0000 Assigned Application Access for User: USERNAME
