Symptoms
On : 11.13.21.04.0 version, Receiving
When attempting to Receive,
the following error occurs.
ERROR
-----------------------
The receiving transaction cannot be processed because an error occurred in package name RCV_UTILITIES_PKG.convert_quantity with error code 1 and error text User-Defined Exception.
The receiving transaction cannot be processed because an error occurred in package name RCV_PROCESSOR_PVT.validate_quantity_for_po with error code 1 and error text User-Defined Exception.

The issue can be reproduced at will with the following steps:
1. Attempt to receive PO line
2. Issue occurs
