Customer Order That Get Process Into RMS With A Failure Are Not Updating OB (Doc ID 2780439.1)

Symptoms

When publishing a fulfilordcfmcre message from MFCS to indicate status of Customer Order creation, the FulfilOrdCfmDtl_TBL is NULL which is a required node for Order Broker (OB) subscription.

Steps to Recreate:
1. Create a customer order in RMS in X status.
2. Notice that fulfilordcfmcre is published without FulfilOrdCfmDtl_TBL (Item details).
