Order Creation Message Fails With Exchange Rate Does Not Exist (Doc ID 2780510.1)

Order Creation message failure with error: "An Exchange Rate does not Exist." whereas exchange rates are available in RMS. 


Steps to reproduce : 

1. Create an order in RMS with a currency other then base currency where an exchange rate exists. 

2. Verify the order fails.
