Change Service Provider Layout Throwing '404 Not Found' Error When Using Custom Action And No Service Provider Is Available

Information in this document applies to any platform.
User created a custom manager layout for CHANGE SERVICE PROVIDER.
A Custom Action is created and is assigned to this Custom Manager Layout.
When user performed the custom action for the shipments which has available service providers, it gives the results.
However, when this custom action is performed for shipments which has no service providers available, it throws below error.
