Updating Site Settings Gets "User Does Not Have Permissions" (Doc ID 2781035.1)

Symptoms

When updating site settings such as adding additional storefront languages to a site, it may get "User does not have permissions" error. Go to Settings / Access Controls and select the admin user, the Administrator is under "User Roles". This shows the admin user has required user role.
